Rep. Lois Capps, an RN from California and a Democrat in Congress, has fought to advance legislation like the Nurse Reinvestment Act that would solve the nation’s rising nursing shortage. The Nurse Reinvestment Act, or NRA, is an act of Congress that modifies the current Title VIII of the Public Health Service Act, which governs nursing education. In order to address the growing nursing shortage brought on by aging nursing staff, retention issues brought on by a stressful work environment, and difficulties attracting young people into nursing, this legislation was adopted in 2002 (Grand Canyon University, 2018).
The legislation requires the following steps for nurse recruitment and retention: a student debt payback and scholarship program, a nursing internship and residency program, career ladders to promote professional progression, grants for nurses seeking education in senior care, loan cancellation programs for students in advanced degree programs who agree to serve as nursing school teachers, and public service announcements promoting the nursing profession (Brom et al., 2018).
Despite the issue not yet being resolved, the Act has increased public awareness of the nursing shortage. It made the issue widely known. It inspires people to look for and research nursing shortage solutions.

NRS 440 Topic 4 DQ 2
Nurse-to-patient staffing ratios has been an issue for decades. Despite constant changes to the care delivery models, data continues to show that staffing shortage is still a looming issue and it’s causing burnout (aka caregiver fatigue) for nurses and contributes to the morbidity statistics and outcomes for patients (Qureshi et al, 2019). For as long as staffing shortages has been an issue, nurse advocates have been fighting for change. As a matter of fact, 35,000 nurses took to the streets of Washington, D.C. in 1995 to bring attention to staffing cuts that were increasing nurse-to-patient ratios, unlicensed personnel being hired to replace registered nurses who were in very short supply, and patient injuries resulting in these staffing shortages.
Ongoing fights and rallies have ensued over the years. Nurses lend their expertise to elected officials as they draft and pass legislation relevant to the nursing profession. As a result (one of many and more to come) in 2018, bipartisan champions in the House of Representatives and Senate introduced a bill that will improve care and help keep nurses and patients safe. The bill requires hospitals to establish a committee, composed of at least 55 percent direct care nurses, to create nurse staffing plans that are specific to each unit. But as the American Nurses Association (ANA) points out, introducing this bill is just the first step. Help is needed to get more cosponsors for this legislation, so ANA is calling on nurses from all over to let our Senators and Representatives know why safe staffing is so critical. They urge us to send them an email asking them to support the bill (2018).
