According to Dalen, Waterbrook and Alpert (2015), the health policy targets populations enrolled in the U.S. Medicaid services and those on a singer payer system. ACA is a payment reform system that is one of the driving delivery systems in the provision of health services to low-income earners. It also reduces primary care spending to the health facilities as evidence by real savings achieved by the accountable care organizations. The ACA is also based on the payer-provider partnership which enhances high-quality care to patients as the latter are linked to the primary physician of their choice.
According to Quadagno (2014), the ACA dates back in July 2009 when Nancy Pelosi, a speaker in the House of Representative made a proposal to change the American health-care system.
