Interviewee: As a nurse, my role as an advocate for the target population involves ensuring that the needs and preferences of patients with diabetes are considered during the program’s design and implementation (Mathose & Mash, 2023). I have input into design decisions by collaborating with other healthcare professionals and providing feedback on proposed plans. Additionally, I impact the design by promoting evidence-based practices and advocating for resources and support that will benefit the patients we serve (Jarab et al., 2023).
Interviewer: What is the role of the nurse in healthcare program implementation? How does this role vary between design and implementation of healthcare programs? Can you provide examples?
Interviewee: During the implementation of a healthcare program, nurses play a crucial role in delivering program services, monitoring patient progress, and adjusting the program as needed based on patient outcomes (Mathose & Mash, 2023). This role differs from the design phase in that nurses are actively engaged in providing patient care and support. For example, in the diabetes management program, nurses may lead educational workshops, provide one-on-one counseling and support, and coordinate care with other healthcare providers to ensure patients receive comprehensive diabetes management (Silva-Tinoco et al., 2020).
Interviewer: Who are the members of a healthcare team that you believe are most needed to implement a program? Can you explain why?
Interviewee: To effectively implement a healthcare program, a multidisciplinary team is essential. Key members of this team may include:
- Nurses: They provide direct patient care, monitor progress, and make necessary adjustments to the program based on patient outcomes (Mathose & Mash, 2023).
- Physicians: They diagnose, treat, and manage the medical aspects of a patient’s condition and provide guidance on the overall program (Jarab et al., 2023).
- Dietitians: They provide personalized nutrition counseling and education to help patients manage their dietary needs (Jarab et al., 2023).
- Pharmacists: They ensure appropriate medication management, including medication therapy reviews and patient education on proper medication usage (Tanaka et al., 2020).
- Mental health professionals: They address the emotional and psychological aspects of managing a chronic condition, such as stress, anxiety, and depression (Silva-Tinoco et al., 2020).
- Social workers: They assist patients with accessing resources and support for financial, housing, or transportation needs that may impact their ability to manage their condition (Mathose & Mash, 2023).

Professional nursing is a specialized field that only hires individuals with advanced degrees and medical experience. Improved nurse accountability, on the other hand, will benefit the health care system as a whole in the short and long term. Nurses must not only advocate for their patients, but also help establish healthcare policy and evaluate its success. For a long time, nurses’ refusal to join in political activities and be active members of various professional organizations has been a significant reason for the majority of legislative and initiative initiatives to enhance health care to fail. It is also possible that this may lead to a decrease in support for health-care policy, which will have consequences for the entire healthcare system, not just patients. A wide range of professional nursing organizations strongly encourage nurses to be involved in the development of nursing policies (Burke, 2016). If registered nurses become politically active and form professional organizations, the general quality of medical care will improve. In essence, nurses’ primary role is to advocate for patients’ best interests during treatment.
Opportunity for RNs and APRNs to actively participate in policymaking.
The majority of healthcare employees are registered nurses (RNs), who hold the great majority of positions. Registered nurses and advanced practice nurses should have a voice in healthcare policymaking because of the significant amount of time they devote to patient care. Furthermore, nurses provide patient management information to interdisciplinary teams. There are several opportunities for RNs and APRNs to participate in policymaking. The job of RNs and APRNs in patient advocacy is to fight for patients’ rights. A patient’s advocate is someone who speaks up for them because they care about them and have an opinion on their care. Registered nurses and advanced practice registered nurses (APRNs) can have an even greater impact on healthcare policy by serving as leaders. To be successful in policy work, one must first demonstrate a commitment to learning (Burke, 2016). Leaders should be followed, but only if their followers love and trust them, and if their management techniques are compatible with the group’s. The nurse in charge must have an assertive leadership style in order to effectively advocate for their patients and the nurses working under them. If all of these nurses represented the nursing profession in the legislature, it would be much easier to pass nursing-related legislation. The great majority of RNs, however, work in administrative roles such as courtesy nursing or re-enumeration and do not provide direct patient care. Furthermore, nurses are responsible for both the nursing profession and the next generation of nurses. All nurses, including nurse managers, have a responsibility to advocate for the patients in their care and the nursing profession as a whole. However, achieving these objectives may be difficult given that the majority of leaders want positions of responsibility in order to advance their own professional and academic standing. This will not happen unless more nurse leaders get involved in local, state, and national politics. All of this action must take place at the same time. Nurses should also be active members of established nursing organizations.
Challenges that these opportunities may present
While looking for these positions, you will confront a number of challenges. These problems may result in a shift in the way policy is shaped. For starters, nurses routinely compare gender and political issues. Many RNs believe that because women make up the majority of the labor force, they should be precluded from competing for political office. Female politicians have significant challenges when attempting to refute the ideas of their male counterparts. They may lose the ability to speak up if they are continually silenced in social situations. Females are typically less interested in politics than their male counterparts. Why? Because, in my opinion, there is a common impression among women that politics is a particularly tough field, discouraging them from pursuing it. Furthermore, because the government is unable to bring the nurses together, there is currently a debate on whether or not nurses should be included in the formulation of public policy. APRNs are able to practice autonomously in some states and jurisdictions depending on their education and training, but in others they must work under the supervision of a physician. Registered nurses are dissatisfied with the scope of practice of APRNs because they all have the same education and training. Another option for assisting governments that do not allow APRNs to practice independently is to boost RN political participation. Despite a number of factors that may limit nursing’s ability to affect political outcomes, it is clear that nurses play an important role in designing and implementing healthcare policy.
Two strategies you might make to better advocate for or communicate the existence of these opportunities to participate in policymaking
The first and most important step in resolving the bulk of nursing concerns is to establish strong communication lines. The vast majority of the challenges that nurses are currently facing could be handled if all stakeholders involved in decision-making communicated more effectively. The majority of nurses may consider political participation if they were routinely exposed to information about the benefits of doing so at seminars and conferences. Equal gender representation in the workforce is critical, as is increasing the number of males in the sector. Sensitization can begin in a variety of places, including one’s own community, their child’s school, and other educational institutions. And, because all RNs have the same training, the government should ensure that they all work in an egalitarian atmosphere. Since all APRNs have the same education and training, it is only fair that they obtain the same legal protections in states where they are licensed to practice. It will assist to mend ties and re-unite nurses so that they may better advocate for their professional rights. If health-care policy decisions must be taken, collaboration will be beneficial. Finally, nurse leaders who contribute to the advancement of the nursing profession will help to bridge the gap between broad political goals and regular clinical practice (Burke, 2016).

This paper seeks to compare President Trump, Obama, and Bush’s administrative agendas regarding healthcare for older adults and how each president approached the issue.

Part 3 Narrative
Healthcare for older adults is an important issue that should be included in the national agenda for legislation because of the increasing population of senior citizens. The topic of healthcare for older adults is an increasing concern because most seniors have one or more geriatric syndromes. Geriatric syndromes are common conditions among community-dwelling older adults and significantly affect their quality of life (Tkatch et al., 2016). Although Medicare insures health services for older adults, it does not cover some vital services such as, as long-term care, dental care, and foot care. Expanding the coverage Medicare should be part of the healthcare agenda for legislation to increase access to health services to the most vulnerable population and reduce morbidity and mortality rates associated with geriatric syndromes (Tkatch et al., 2016). Laws can be passed to increase Medicare’s federal funding and expand services provided to older adults. Besides, a policy can be passed to modernize Medicare’s benefits package and the copayment structure and gradually increase Medicare Part B premiums from 25 to 35% of the total program cost.
Nurses are essential in developing and implementing healthcare policy and should be leading the way in redesigning the healthcare system to address prevailing healthcare issues. The nurse’s role in agenda-setting for healthcare issues includes identifying issues faced in delivering and accessing care and working with decision and policymakers to advance health care policies (Williams, Phillips & Koyama, 2018). The nurse also has a role in identifying innovative ways to address healthcare delivery issues and present the ideas to policymakers for legislation (Williams et al., 2018). Besides, nurses have a role of advocating for health policies to protect patient safety, increase the quality of care, and facilitate patients’ access to the required health resources.
Conclusion
It is projected that the demand for health services will rise drastically in the coming decades due to the increasing population of older adults. The U.S has a federal health insurance program, Medicare, which covers adults from the age of 65. The current and former presidents have taken various actions to improve the quality and quantity of services that older adults can access through the Medicare program. Each of the presidents aimed at making quality healthcare more accessible and affordable for older adults.
